Tatkal bookings open up only 24 hours before the scheduled time of train and if you have not managed a ticket yet, then there are several Tatkal agents who could manage it for you. There are quotas assigned for the convenience of foreign Nationals too for their convenience. 

The Government has fixed tatkal charges at 10% of the ticket rate for second class and 30% for other classes. Usually a tatkal agent would charge anything for a tatkal ticket starting from Rs 200 . 

It is discouraged to seek an agents help for tatkal ticket bookings, to avoid being mocked and ending up pay too much in the name of commission.
